Today’s Cabinet reshuffle is the talk of the Republic not just because it came as a surprise to everyone in the nation including the President’s deputy William Ruto, but talks to the people about the succession of Uhuru Kenyatta.
Kenyatta is not only the President of the Republic of Kenya and the Commander in Chief, but also the Kingping of the GEMA Community which occupies the Mt. Kenya territory. They include the the Agikuyu, Ameru and the Aembu.
Succession is therefore seen in the two fronts, that of the Presidency and the Regional Kingpin. In Kenya only two regions have definite Kingpins, Nyanza has Raila Odinga and Deputy President William Ruto in the Rift Valley. The other regions have sub-regional Kingpins of upto 7 Earls. Western has Atwoli, Mudavadi, Wamalwa, Ababu, Wetangula, Oparanya, Ababu and Speaker Lusaka, Eastern has Kalonzo, Mutua, Kivutha and Mama Ngilu, at the Coast is Joho, Kingi and Lands CAS, Gedion Mungaro.
In Mt. Kenya no clear heir has risen to take over from Uhuru. The expected persons like Martha Karua, Peter Kenneth, former Kiambu governor William Kabogo, Embu Governor Martin Wambora, Meru Governor Kiraitu Murungi and Muranga Governor Mwangi wa Iria had chosen to take a safe card not exposing their ambitions though on the ground their candidatures were being mooted by their hench men and political thinkers.
Its only the immediate former CS for Agriculture Mwangi Kiunjuru who had openly come out to declare his intent to take over from Uhuru. In Kenya, when a person earns the support of his people in the region and becomes their Kingpin, it means that he has the ability to take to the National platform and fight for a National position. In this case, Kinjuri had fronted himself as William Ruto’s Running mate in the coming elections and had the Tanga Tanga side of Jubilee on his side. But with the current state of affairs, it is not known how the reshuffle will affect his influence in the region, since the power and authority that came with his status as CS has been cut off him.

On the hand the transfer of Industrialization CS Peter Munya is seen as Uhuru’s indication of taking the mantle on the other side of the mountain Over the years, the Gikuyu community had taken control of leadership of the the GEMA. The Meru and Embu were seen as pacers in Mt Kenya leadership schemes. In 2013 the Raila Odinga led NASA Coalition used this aspect to try penetrate the Meru and Embu sub-regions, and in fact were able to take over Munya who was then vying for his second term as governor of Meru under the PNU party. It is only after his loss to Kiraitu and the presidential petition that Munya returned to Jubilee to campaign for Uhuru during the repeat elections of October 26th 2017, thereby rewarded with a Cabinet slot. His colleague Isaac Ruto of Bomet and Party leader of Chama cha Mashinani who was also once in NASA but crossed over during the repeat was left out in the cold.
President Kenyatta has so far done two reshuffles since his election for second term in 2017, and in all these reshuffles, Munya has been moved. His reposting has been seen as President’s trust in his ability to effect positive changes into the Ministries. First was when he took over Ministry of Trade and Industrialization from Adan Mohammed at a time when stakeholders especially consumers had no faith in how quality assurance of consumer goods like sugar was being conducted. Today’s posting to Agriculture Ministry comes at a time when locusts are joining Alshabab to terrorise Kenyans. The inefficiency of the ministry to handle the menace has led to public ridicule of the government and thus the President’s action. This is not all, farmers too have been crying for lack of market for their produce, high costs of farming inputs and unavailability of extension services. At one time the president even gave him a public bashing during the ASK show in Nairobi.
Today, Munya stands out as the senior most politician in Jubilee government from Mt. Kenya after the President. And if the president keeps his promise to the Meru people in 2013 of handing over the mantle to one of their own, then expect no one but Peter Munya!
